Luzula comosa var. comosa

Hairy woodrush (Luzula comosa var. comosa) is a perennial grasslike plant found at marsh edges, shores, damp ditches, clearings and open forest under 1800 feet in elevation in California and north to Alaska. 

It provides winter interest through its rusty-colored leaves. It will grow 6 to 15 inches high in full sun or partial shade and is tolerant of serpentine soil.
