Stipa comata var. comata

Needle & Thread Grass (Hesperostipa comata ssp. comata) is a native grass that grows in northern, southern and central California. It is moderately fast growing and moderately long-lived. It grows in a semi-upright form to a height of 3 feet, with active growth during the spring. Flowers are white and bloom in the early summer. Leaves are medium green and deciduous. It tends to grow in well drained soils, at elevations from 700-11500 feet.
